Todd Francis

Chief Financial Officer and Chief Operating Officer with Native Community Capital (NCC)

Todd Francis, in his current position as Chief Financial Officer and Chief Operating Officer with Native Community Capital (NCC) headquartered in Laguna, New Mexico, oversees mortgage lending and finance activities.  NCC is a nonprofit Community Development Financial Institution (CDFI) and a licensed mortgage bank approved residential lender in Arizona and New Mexico. NCC serves Native American communities and families on and off tribal reservations. He has held a number of senior management positions throughout his career with small and medium-size companies before joining NCC in September 2019, including working for a larger CDFI in Arizona and managing mortgage lending programs targeting low-to-moderate income families throughout Maricopa County in Arizona  He was responsible for four lines of business – residential mortgage lending, residential real estate development, homebuyer counseling/education programs, and homeowner foreclosure prevention programs. Todd has managed other businesses throughout his career, but he has remained committed to affordable housing efforts for the past 20 years, particularly efforts that benefit and impact Native American families and communities. Todd is an enrolled Navajo tribal member originally from Chinle, Arizona. He is a graduate of the University of Arizona.

Our Purpose


To eliminate unlawful housing discrimination in the housing rental, sales, lending and property insurance markets on the basis of race, color, religion, national origin, sex, familial status (presence of children in the family), disability, age, ancestry, sexual orientation, marital status, source of income, or other basis as defined by law affecting the San Diego regional housing market.
